Ian Fixx, Cindy Starfall and Nicole Oring have all been sent, by their respective agencies, after the same target! Cindy and Nicole are already on the scene, fighting it out, as Ian arrives. He tries unsuccessfully to sneak past them and the two Asian ass-kickers team up on him, before they start fighting each other again! But, Ian decides to end the fight with a taser, and captures both of them!

Soon, Cindy and Nicole are tied, side by side, barefoot. Ian reveals that he knows nothing about the target and was sent to get the info from them. They laugh at his lack of intel on the target, but their laughter soon takes on a different tone, when he begins tickling their helpless, bare feet!

The Mad Tickler follows the same gradual, agonizingly suspenseful procedure with Kelly and Jill, filling them with the dread of anticipation, even before the tickling begins, for them! By the time fingernails skitter along their unshod feet, they’re both absolutely frantic! And once all three are completely barefoot, it’s a symphony of shrieks, cackles, snorts and guffaws, as feathers, fingernails, brushes and other tickle tools create crazed ballet of scrunching soles and squirming toes! The Mad Tickler knows that these women belong to a special task force, meant to bring him in, so he intends to tickle them into helping him flee the city!
